FS9 is now a very old Sim and like FSX, it will give some trouble whether in installation, activation, or launching it. However, some have had some measure of success, so I would suggest the following:
The models here are a detailed & accurate simulation for Microsoft Flight Simulator (FS2004, FS9, FSX). They look & perform like the real thing, but without being too demanding on your computer's resources.
a. first try logging in as Administrator? If you don't know how, then find your executable file (fs9.exe or FS2004.exe) in the FS9 directory and right click on it. Go to Properties > Compatibility and tick Run as Administrator and OK. Then see if FS9 launches.

b. If that doesn't do the trick, it could be that what you are experiencing is Win10 using its DRM blocking against some of these older games. The only fix available for this type of problem is to do the following (however, if this doesn't work, then I'm afraid that you will need to look at other replacement options for your Sim). The fix is:
1. Update FS9 to FS9.1 (if you haven't done so already), and you can get the update from:

However, if you prefer to not update your FS9 to FS9.1, I believe there is also a download option for that in the link below (entitled, Original No-CD Patch), but it hasn't been proven.
2. Then download the FS9 or FS9.1 No CD patch which allows FS9 to start without disk #4 being inserted into the drive. You can get this patch from:

Once installed, load and attempt to launch the Sim from the instructions given. Hope this fix will help you.
